This report
by (res.) Lt. Wim K. Meijer was written as part of his military
service at the Centre for Verification Technology, then headed
by Brig.Gen (ret.) Henny J. van der Graaf. Wim K. Meijer studied
political science at Amsterdam University. After a brief introduction,
chapter 2 focuses on financial aspects (costs, initial and
periodical costs and cost composition), chapter 3 deals with
system requirements, chapter 4 with system design and costs,
and chapter 7 discusses several organizational options for
a basic, an in-between and a full-scope verification structure
within NATO, WEU, CSCE. An appendix includes the officially
declared objects of verification (1991), the statistical methods
for on-site inspections and adjusted financial arrangements
of the CSCE.
