This report
is the result of a research project funded by the Volkswagen
Foundation and conducted during 1987/1988 as part of the research
competition on arms control issues. After a brief introduction
of verification as a 'trade-off', chapter 2 analyses in detail
the verification issues as they were considered in the negotiations
for a Chemical Weapons Convention, chapter 3 offers a risk
analysis and chapter 4 a cost analysis and chapter 5 discusses
and evaluates the results. The appendix offers an estimate
of the number of companies to be controlled, a model computation
and a 7 page bibliography.
